AVER is a fast-growing SDVOSB that has achieved significant revenue growth over the past 5 plus years with much of our work focused on Data Analytics, Mission Support, IT Modernization and Biometrics.  AVER is seeking an experienced Technical Product Owner to support the planning, modernization, and delivery of enterprise technology capabilities within a complex federal environment. This role sits at the intersection of mission operations, technology, and program delivery and will work closely with government stakeholders and cross-functional technical teams to move initiatives from business need through implementation and ongoing enhancement. The Technical Product Owner will provide end-to-end ownership and coordination across product planning, requirements, prioritization, release management, governance, and lifecycle activities. The successful candidate will be comfortable working across software development, infrastructure, cybersecurity, architecture, and business teams while translating mission priorities into achievable technology outcomes. This is a highly visible, client-facing role requiring strong judgment, communication, analytical skills, and the ability to independently drive multiple priorities in an Agile or hybrid delivery environment. Responsibilities Include: 

  • Develop and maintain product roadmaps aligned with mission objectives, technology priorities, cybersecurity requirements, available resources, and budget.
  • Translate operational and stakeholder needs into actionable product requirements, features, user stories, release plans, and measurable outcomes.
  • Own and support backlog refinement and feature prioritization using approaches such as value scoring, or comparable prioritization methods.
  • Partner with development, cybersecurity, infrastructure, architecture, and business teams to coordinate integrated product delivery.
  • Guide initiatives through the product lifecycle from discovery and requirements through development, testing, release, adoption, and continuous improvement.
  • Plan incremental releases that deliver measurable value while remaining aligned with enterprise architecture and CIO technology standards.
  • Identify and manage cross-product risks, dependencies, resource constraints, technical debt, and delivery tradeoffs.
  • Facilitate sprint and release planning activities and maintain visibility into progress, blockers, milestones, and dependencies.
  • Analyze product and program data, including KPIs, performance measures, stakeholder feedback, and delivery metrics, to inform prioritization and improvement.
  • Develop executive-level briefings, business cases, decision papers, tradeoff analyses, dashboards, and other governance materials.
  • Present product status, risks, recommendations, and decision points to government leadership and governance stakeholders.
  • Support organizational change and product adoption through stakeholder engagement, communications, training coordination, and implementation planning.
  • Maintain appropriate product and program documentation to support federal compliance, governance, auditability, and operational continuity.

Education Requirements:

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, Management, or a related discipline.

Experience Requirements:

  • 7-10+ years of relevant experience supporting business analysis, technical analysis, product ownership, product management, or technology program delivery.
  • Demonstrated experience leading technology capabilities through multiple releases and lifecycle stages, including roadmap planning, requirements, prioritization, delivery, and implementation.
  • Experience owning or significantly contributing to product roadmaps and backlogs within an Agile or hybrid SDLC environment.
  • Ability to translate business and mission requirements into technical priorities and executable delivery plans.
  • Experience coordinating cross-functional teams that include software development, infrastructure, cybersecurity, architecture, and business stakeholders.
  • Demonstrated ability to manage complex dependencies, schedules, risks, resources, and competing priorities across integrated enterprise systems.
  • Experience making or supporting product decisions that balance mission value, cybersecurity, technical debt, architecture, cost, and delivery constraints.
  • Strong understanding of Agile product delivery, including backlog refinement, sprint planning, iterative development, and incremental releases.
  • Experience developing and presenting decision-ready information to executive leadership, governance boards, or senior government stakeholders.
  • Working knowledge of enterprise architecture concepts, system integrations, and the impact technical constraints can have on product strategy and delivery.
  • Experience using performance metrics, KPIs, analytics, and stakeholder/user feedback to evaluate outcomes and drive continuous improvement.
  • Experience supporting federal government or other highly regulated environments requiring strong documentation, compliance, and governance practices.

  • Enterprise IT modernization and complex digital transformation initiatives.
  • Developing multi-year product strategies and technology roadmaps.
  • Managing technical debt alongside new functionality and mission requirements.
  • Product prioritization frameworks such as WSJF, MoSCoW, and value-based scoring.
  • Business cases, executive decision briefs, tradeoff analyses, governance documentation, and performance dashboards.
  • Change management, stakeholder adoption, communications, and training associated with enterprise technology releases.
  • Federal organizations, enterprise architecture governance, cybersecurity requirements, or mission-critical technology environments.

Location:

  • Washington, DC
  • HYBRID; 2 days a week on site

Security Requirements:     

  • Ability to obtain and maintain government clearance (Public Trust)
  • This role supports a government agency which requires U.S. citizenship
