SAIC is seeking a motivated and detail-oriented Program Analyst to support our growing Hypersonic Portfolio at Naval Surface Warfare Center (NSWC) Crane, in Crane, IN.
The successful candidate will provide critical programmatic and administrative support across a dynamic portfolio of hypersonic research, development, and acquisition programs. This individual will work closely with program managers, engineers, contracting specialists, and government stakeholders to ensure seamless program execution, CDRL tracking, reporting accuracy, and procurement coordination.
Key Responsibilities:
Procurement Coordination & Tracking
- Coordinate and track procurement actions across the hypersonic portfolio, including purchase requests, subcontract actions, and vendor onboarding activities
- Maintain procurement tracking logs, Contract Acquired Property Reports, and provide regular status updates to program leadership
- Interface with SAIC subcontracts, procurement, and contracts teams to facilitate timely execution of procurement actions
- Identify procurement risks and bottlenecks and help troubleshoot as appropriate.
- Develop, compile, and deliver Monthly Status Reports for government customers and internal program leadership
- Coordinate inputs from technical leads, engineers, and subcontractors to ensure accurate and timely reporting
- Maintain MSR templates and ensure consistency and quality across all deliverables

CDRL Tracking & Management
- Maintain a comprehensive Contract Data Requirements List (CDRL) tracker across all active task orders and contracts within the portfolio
- Monitor CDRL due dates, coordinate with responsible authors, and ensure on-time delivery to government customers
PowerPoint Briefings & Presentations
- Develop and refine executive-level and working-level PowerPoint briefings for program reviews, customer meetings, and internal leadership updates
- Translate complex technical and programmatic information into clear, visually compelling presentations
- Support preparation for Program Management Reviews (PMRs), In-Progress Reviews (IPRs), and other key program milestones
- Draft and coordinate Sole Source Justifications (SSJs) in support of new vendor additions to the portfolio

Rough Order of Magnitude (ROM) Development
- Support development of ROMs for new work efforts, contract modifications, and emerging requirements
- Coordinate with technical subject matter experts (SMEs) and subcontractors to gather cost and schedule inputs
- Ensure ROM documentation is accurate, well-supported, and formatted to customer expectations
Required Education and Experience:
- Bachelor's degree and 9 years’ experience. Experience can be substituted in lieu of degree. Minimum 3–5 years of experience in program analysis, program management support, or a related DoD contracting/acquisition environment
- Demonstrated experience supporting DoD programs with procurement coordination, status reporting, and CDRL management
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); advanced PowerPoint skills strongly preferred
- Familiarity with FAR/DFARS regulations and DoD acquisition processes
- Strong written and verbal communication skills with the ability to interface effectively with government customers and internal stakeholders
- Exceptional organizational skills with the ability to manage multiple priorities and deadlines simultaneously
Preferred Qualifications
- Experience supporting NSWC Crane or other Naval warfare center programs
Required Security Clearance:
Must be able to obtain a Secret clearance. Clearance not needed to start
